How to make tab-to-tab-stop use tabs instead of spaces

Is there a way to make Emacs use tabs instead of spaces when calling tab-to-tab-stop?

Make sure `indent-tabs-mode` is turned on.

I have `(setq-default indent-tab-mode t)` already set and it works well for example in the scratch buffer or a javascript buffer. But it doesn't work in org-mode source blocks where I would like it to.

So maybe it's a problem specific to org-mode source blocks?
