I just discovered [this](https://lists.gnu.org/archive/html/emacs-devel/2022-04/msg01283.html) patch that implements double buffering for Emacs on Windows, and I was wondering if anyone knows of any prebuilt binaries that include it

It's included in Emacs 29, so just build the emacs-29 release branch of the Emacs Git repository, and you have it.
