For instance I wanna get 10-19 lines as a list of strings of the current buffer. How to do that? And what if I wanna get all buffer lines as a list of strings?

The question here is: why do you want to do that? It is better to do the modifications in place in the buffer rather than convert it to a list of strings consequently modifying it.
Either way: the key is using buffer-substring(-no-properties) to retrieve the lines once you know the line's beginning and end position.

I wanna do it as I want to extract TlDr page descriptions and code examples to list to analyze them and fix. Description fix depends on the code example TlDr page provide.

There's already a tldr package:https://github.com/kuanyui/tldr.el

It's not what I need. I [am developing](https://github.com/tldr-pages/tldr-emacs-extension) IDE-like extension for Emacs now and that's why I need somehow to parse their pages. :) Anyway, thanks, one extension more to contribute to.
As this is my first extension in Emacs world - contributions and suggestions are welcome. :)
