My flyspell + aspell setup works really well for correcting general spelling in org-mode or markdown-mode, yet whenever I try to use it in LaTeX, the program crashes.
*P.S: Not sure if this is an emacs issue or a spellchecker issue, I'm running Windows 10.*

More information is needed.
aspell is a cli program. It can only checks plain text file and report all typos.
flyspell uses some lisp predicate per major mode to filter out false alarms. The predicate is slow and might be be the reason emacs ui is not responsive.
You could use wucuo ([https://github.com/redguardtoo/wucuo](https://github.com/redguardtoo/wucuo)) which checks visible region when saving current buffer. wucuo is based on flyspell, so your flyspell setup is still valid.
Or you can speed up the predicate a bit.

See
https://debbugs.gnu.org/cgi/bugreport.cgi?bug=47456
which maybe will help you to find a kludgey solution.
All in all, it sounds like Aspell on Windows has problems with TeX mode.
