export org to pdf with multiple languages

No idea. But if you show us how should the resulting latex file look like, it'll be easier to help you.

This happens because of the babel package. As so, this is more a latex question than an org question. With a .tex file that does what you want (ie. have rtl and ltr languages), it'll be easy to figure out how to get it from org. But otherwise, there is no solution possible from org.

Have you tried with non-default `org-latex-src-block-backend`?
