New Package: Org Rainbow Tags - A minor mode to colorize org tags automatically

This package provides `org-rainbow-tags-mode` which basically add random colors to org tags. Colors are based on the hash of the tag string. Thanks to this, colors are random and also consistent between same tags. The aim of this package is coloring your org tags to make them visually distinguishable without dealing with `org-tag-faces`. Overlays are used to apply the colors.

Starting from `emacs -Q`, loading the file, and trying `M-x org-rainbow-tags-mode` gives the error `eval: Symbol’s value as variable is void: color`. Coloring the tags looks like a great idea, so let me know what I can do to help debug.
