scroll-down-command doesn't work correctly with Hydra

When reading source code, I want vim like navigation keys. I bind "n" to scroll-up-command and "p" to scroll-down-command. Somehow "n" is fine but "p" can't scroll to the beginning of files, while M-v works. Does anyone know why?
