I recently tried the switch from emacs 27.1 to 28.1 under windows, with no apparent problems, except:

The unicode "thin space" character displays as a small underline. It shows that way even when I tried a bunch of different fonts. Here is a display inside of ctrl-x-8:

Anyone else run into this? suggestions?

Emacs has a bunch of highlighting "faces" for characters that don't have a glyph. You can check the faces using `M-x describe-face` and then check if `nobreak-space` or `glyphless-char` are showing up as underline. To my knowledge, nobreak-space does do underlining by default.
If that's the case, try customizing it to remove the underline. If that works, you can set that permanently in your init file.

Hmm I don't see any references to those sybols in describe-face?:

Oh I see, you mean to use describe-face on the face 'glyphless-char" and nobreak-space
I checked it, and nobreak-space had an underline set and inherited from escape-glyph. turning both of these off seems to have fixed things.
