Hopefully the issue resolution is about fixing issues and not just closing issues, a lot of OSS projects nowadays just close issues to improve their statistics for blog posts like this

That is very much not the case here. You can read about Lars’ multi-year effort here: https://lars.ingebrigtsen.no/2022/08/19/19x10/ (that is the most recent update; the others are linked at the bottom).
(Sadly, your general point is valid. Some of the most pernicious Emacs issues are actually issues with underlying libraries that emacs-devel cannot convince their maintainers to address. GTK is a big one here.)

A great many issues are being actively investigated and fixed by Lars (either reviewing and improving/applying existing patches, or writing fixes from scratch).
There's definitely also some "this doesn't seem like a bug" and "it doesn't sound like this is still an issue" closures happening; but commonly if there's uncertainty then there's an initial request for a follow-up from people involved, and only later closing in the absence of a response (and in either case I think never closed without an accompanying comment along the lines of "please re-open if this is still a going concern").
I think it's a fair approach, and an exceptional ongoing effort.
(*Especially* when I think about the projects I've seen with a bot auto-closing any issue which hasn't had a post in the past X days...)

Well, if an error is not reproducible, and the original reporter doesn't respond, then closing the report is the good thing to do.
It's not deleted, though. So should several people report something similar, you can still look up the closed ones and look if there is a pattern.
