Edit: See "[**MitchellMarquez42**](https://www.reddit.com/user/MitchellMarquez42/)" comment for the solution.
This is a screenshot of what I am seeing if that helps:

Looks like you're using emacs inside the Windows Terminal. It's probably swallowing up the C-v and treating it as a paste.
Go to the terminal settings (drop down to the right of the tab), click on Actions in the left, scroll down to Paste. On the right of the Line that has "ctrl+v", click edit button, then red trash can. Confirm the deleted binding. You should still be able to paste with ctrl+shift+v or shift+insert. Save changes.
I just tested this and it appears to fix the problem.
You probably want to use emacs in GUI mode to avoid weird issues like this. Some builds default to terminal mode. How did you install it?

Thx, I will try that out. It does default to gui mode, but that felt bad and sluggish to me, so I switched to terminal. Not sure if the gui takes advantage of hardware acceleration properly.

Yes, the problem doesn't seem to exist in gui mode, so I assume it is related to the CTRL+V shortcut as you say. Thanks for helping!
