straight.el cloning entire (non)gnu (m)elpa tree, is this normal?

I haven't opened emacs for a few days since I installed freebsd and when I cloned my config and bootstrap straight.el, I realized that it was cloning the entire (non)gnu (m)elpa tree, which took quite a while. Is this a new behavior? Was there an update from straight.el repo which I missed?

Delete the `nongnu-elpa/` folder from `~/emacs.d/straight/repos` and run `straight-pull-all` again (fixes it for me).
