Evil support for set commands, such as set number, set wrap, etc

I implemented support for some `:set` commands that we are used to from Vim. https://github.com/FrostyX/evil-set-option You can see a pretty animated gif showing how it works, and read my rambling about it here http://frostyx.cz/posts/emacs-evil-set-option

Vimscript evaluation inside emacs would be absolutely amazing...

For the purpose of configuring Evil by simply reading ~/.vimrc, it totally would be amazing :-) But that's way above my league. And I think it would require too much work. Even more so now when people start writing their Vim configs in Lua instead of Vim Script. But I think it would be good enough to be able to parse `set` commands from ~/.vimrc and apply them. There might be some false positives if some `set` commands are wrapped in a condition or something, but I don't think it matters that much. It could speed up the migration from Vim anyway.
