When I press C-c C-q, I get error "Symbol's function definition is void: consult-completing-read-multiple."
I'm still a novice emacs user, can anyone explain this in simplistic terms? How do I fix this?

Something in your config is making `org-agenda-set-tags` call `consult-completing-read-multiple`, a function that used to be defined in `consult.el` but which [has been deprecated](https://github.com/minad/consult/blob/7c5a98a6abe5a42a9005d8c83a7ebef849e33e63/CHANGELOG.org#version-018-2022-05-25) as of late April.
It's hard to tell what is calling that function without looking at your config. You could try looking at the info on `org-agenda-set-tags` to see if the function has been advised: simply call `C-h C-f`, type "org-agenda-set-tags", and look at the info buffer.
If that doesn't help, you may want to make sure that you've updated all your packages: it could be that one of the packages you've installed, and which is responsible for the call to `consult-completing-read-multiple`, hasn't been updated to account for the changes in `consult.el`.

Just to be clear, since you say you're a novice: "Symbol's function definition is void" is Emacs's odd way of saying "No such function defined."
Other than that, I think u/graduale's post covers the important bits.
