<Tab> no longer expands command in minibuffer (28.1)

I installed 28.1 and upgraded all my extensions a couple days ago, but now I have the problem that <Tab> in the minibuffer no longer expands the name of a command like it used to. <Tab> does nothing, in fact, and I can't find an error message on startup. Anyone know what might be up? e: fixed by doing a general package-update.

Does this happen in `emacs -Q`? If not, take a good look at your customizations.

Doesn't happen in -Q, so it's a myriad other options. edit: updating all packages fixed it v0v.
