As the title says. File local variables at the end of file "A" - e.g.,
%%% Local Variables:
%%% mode: latex
%%% TeX-master: t
%%% End:
is only relevant when the file stands by itself, so it would make sense that it could be ignored when inserting the contents into file "B". Is there a way to do this already or do I have to write my own function using regex or something?

I think you have to write your own.

Do you see that if you start Emacs using `emacs -Q` (no init file)?
* If not, bisect your init file to find the culprit.
* If yes, what's the actual recipe you're following? When I use `M-x insert-file` after `emacs -Q` it just inserts the contents of the file I tell it to use.

Yup, `emacs -Q` and then `M-x insert-file` gives me the same behavior - which is what I would expect.
