Hej Hej, org-publish should be able to do everything you want. https://orgmode.org/manual/Publishing.html It just needs a little bit of work to set it all up. After that it is a simple call to `org-publish` Cheers!

With org-publish, you'll be able to export to HTML and copy over the documents you're linking to without the links breaking. In my experience, this requires a bit of configuration to get right, but it's certainly doable without ox-hugo or another framework on top of org-publish.
