Trying to configure a package already present in another package causes use-package to try to fetch it?

I want to fix a problem with indentation after Org 9.5.4 introduced changed some defaults. (use-package org-indent :after org :custom (org-adapt-indentation t "Align text under the headline after the stars") ) `org-indent.el` is already present in the same file as `org.el` so there is no need for use-package to try to fetch it as it is already in the `load-path` after `org`. Is there some way to get use-package to know that?

I would check the use-package documentation. There must be a way to **ensure** that.

Did you set `use-package-always-ensure` to non nil in your config? Maybe `:ensure nil` in the declaration would help
