repeat-keep-prefix issue

I'm using Emacs 28.1 and I'm trying to use the repeat-keep-prefix option which should allow me to keep the previously used prefix when repeating a command. Somehow when I do `(setq repeat-keep-prefix t)`, the repeat maps stop working altogether. I tried various things like emacs -Q, toggling repeat-mode off and on since that's how it takes into account new keymaps, I tried reloading my init file and I also tried on different OSes (windows and linux). Does anyone else have the same issue?

Yes. It looks like a bug. I would suggest to M-x report-emacs-bug RET.
