In vim, if you set path+ = **, and stay in the root directory of your project, you can open file in the sub folders by just doing :e and then fuzzy matching the file name no matter what sub folder the file is in.
I installed ivy and even with that, I have to first navigate to the correct folder and then open the file which is annoying.

It sounds like you looking for something like `counsel-projectile` (https://github.com/ericdanan/counsel-projectile/tree/40d1e1d4bb70acb00fddd6f4df9778bf2c52734b)?
I'm using `consult-projectile` these days, but when I was using Ivy; counsel-projectile was my goto command (mapped to `s-T` like my old days of Textmate)

You can use [projectile](https://github.com/bbatsov/projectile).

Exactly what you want doesn’t exist I believe. You’ll want to implement an evil-ex command with completing-read that uses the underlying functionality of project-find-file. A well documented patch would likely be accepted upstream in evil

`counsel-git` to find file tracked by git. No setup and it's fast.

Take a look at the filecache library.
