Unable to install counsel

Hello, I am a new to EMACS and trying to set up my custom .el file. However i need `counsel` to be enabled for certain features. When i am trying M-x `package-install consule` it giving me this error `Failed to install counsel: [https://melpa.org/packages/counsel-20220402.953.el:](https://melpa.org/packages/counsel-20220402.953.el:) Not found` same is the case when in am using `(use-package counsel )` in init.el

Always refresh the packages prior to installing a new one by running `M-x list-packages` and waiting couple of seconds till the list is updated, or by running `M-x package-refresh-contents`. Now try installing `counsel`.
