1) how do i disable "scroll off" (so that the documents scroll stops at the last line instead of allowing you to scroll of into nothing)
2) how do i disable the scrollbar in the command pallete area only (not in every buffer)

For future reference, that's called the "minibuffer" (or the "echo area" -- which is a different thing, but shares the same mini window).

ah thanks!, looked it up with "minibuffer" and got an answer
for people stumbling across this post:
(set-window-scroll-bars (minibuffer-window) nil nil)

Hopefully someone else replies with something better, but if not, maybe this could be a start. It breaks `C-l` when the last line is visible, and it doesn't quite work with `M->`, and there are probably many other issues I don't know about. It seems to sort of work, though.
(defun my/do-not-scroll-past-last-line ()
(when (equal (window-end) (point-max))
(let ((current-point (point)))
(goto-char (point-max))
(recenter -1)
(goto-char current-point))))
(add-hook 'post-command-hook #'my/do-not-scroll-past-last-line)
