Make all read-only text cursor-intangible?

Im new to emacs and I want to be able to prevent the cursor from being within any sections of read-only text. How would one go about doing this?

I do not quite understand the question. How do you have a file where some text is read-only and some is writeable? On all file systems that I know, writeability is on a per-file basis.

As example, Emacs customizations buffers can have read-only and writeable text, but I don't think poorlyOiledMachina mean this because movement here is supereasy with the TAB key.
