How do I emulate Shift key with Alt in Evil normal state

I think the title is self-explanatory. I use Evil mode and while I like it better than the defaults, I still think I would prefer not to use my pinky finger for many of the commands it provides.

You might try to adapt [this code snippet](https://gist.github.com/mmarshall540/8db9b5bac8dc5670cb9323e387de1317), which swaps Alt with Ctrl using translation. Swapping with Shift will be different though. For one thing, you'll have to do it in such a way that it only affects evil-normal-state and not evil-insert-state or emacs-state. One approach could be to turn it into a minor-mode, and use some hooks to turn it on and off, depending on which evil-state you're entering or exiting.
