Emacs doesn't yet support color Emoji display on MS-Windows, unfortunately. Patches to implement that will be very welcome.

That's so strange. I had assumed that since font formats are shared standards and emojis are just characters in fonts they'd also render similarly across different OS'es (at least the major ones) I wouldn't have imagined this to be an application level concern.

Color emojis are a non-standard font extension, with several approaches how to do them. Therefore it's not surprising that operating systems and even applications (see: Android) can implement them in incompatible ways.

The fonts are common, but the APIs used to draw characters are specific to Windows. The MS-Windows APIs Emacs uses for displaying text don't support color fonts, and the APIs that do cannot be used from C, or at least I don't know how to do that. On GNU/Linux, we only support color Emoji in a Cairo build, for the same basic reasons.
