I'd keep your passwords in an org file, and use org-decrypt and org-encrypt on each one.

[Pass](https://www.passwordstore.org/). It’s not one file, but it is very integrated with emacs.

I've used ``M-x epa-*`` to manage my passwords (and other sensitive data) in org files for years. I don't get prompted for the password again when saving.

This. The canonical Emacs way, using the simplistic plain-text password database `~/.authinfo.gpg` (or the equivalent `~/.netrc.gpg`). Turn on `authinfo-mode` or auto-associate it with those files for some highlighting and unexamined-password obscuring.
