Transform a bullet list to a sentence and vice versa.

I like it. If we extended to ​ * look for parens, * copy rather than modify in place * bulletize using comment syntax we could take `function capture_planet(earth, mars, venus)` and add `# earth` `# mars` `# venus` ​ and perhaps encourage people to document their API's -- smile
