In general, you can try `M-x toggle-debug-on-quit`. Then use `C-g` after you think it's gotten stuck. You should see a backtrace, which might have some clues.

You could try moving ~/.emacs.d/elpa somewhere and see if emacs is able to reinstall the packages successfully.

Alright try just doing `M-x package-refresh-contents` instead, I believe there is a slight difference to doing it manually. Also what is your `package-archives` set to? Can you visit those urls in a web browser?

Do you have docker installed or a archlinux vm you can spin up? Try it in there to rule out a system config change.
