What's the "simplest/easiest/best" way to move the M-x window from the bottom of Vanilla Emacs to a drop-down window?

Please excuse the vague language, I'm really not sure what to search for! If I want to move the M-x "popup" to look more like the VSCode drop-down action menu, using Vanilla Emacs, how should I approach that?
