Habits don't show up in org agenda until I `describe-variable org-modules`

I want to use org habits, so I add `habits` to `org-modules` in my init file. If I boot emacs and open the agenda, habit graphs don't show up. If I then check the value of the variable with `describe-variable (it _does_ include `habits`) and refresh the agenda, the habit graphs show up! Similarly if I open emacs, check the variable, (again, `habits` is present in the list) and then open the agenda the graphs display, but if I don't check the variable they don't. Am I doing something wrong or is this a report-worthy bug?

Try adding this line at the end of your init file and re start emacs: (with-eval-after-load 'org (require 'org-habit))
