How can I set Org to refile to the same file up to the third level, with the exception of the topmost level?

Right now I have this: `(setq-local org-refile-targets '((nil :max level . 3)))`. How can I exclude the option of making the current heading into a top heading? (the ones with a single star).

Inelegant, but you could always just go: (setq-local org-refile-targets '((nil :level . 1) (nil :level . 2) (nil :level . 3)))

Odd. I was pretty sure top level was level 0. What about listing only 2 and 3?
