The [hl-prog-extra](https://gitlab.com/ideasman42/emacs-hl-prog-extra/) package now supports doc-strings/comments, so it's possible to highlight tags in documentation that you might not want to highlight elsewhere in strings.
I found this often the case with doc-strings, where conventions such as `#123` to reference a bug-report or tags such as FIX, TODO, etc ... make sense to highlight in documentation, but not in regular strings, where only minimal highlighting is useful (escape characters for e.g.).
The package also has presets for C/Python & Lua (opt-in), so you can have highlighting for Python's escape sequences without having to come up with the regex for this yourself.
