I have an idea for a web project but I have no idea how to get it started

It's a cyberpunk inspired webcomic, I can give more details to anyone who asks but basically I have no clue how to begin this, I have a bare bones neocities and a group of buddies willing to help me but in terms of actually building the site and presentation im lost. I got a general idea of what I want the whole thing to look like but not to much beyond that. if anyone is willing to help me I would very much appreciate it also this is my first time posting sorry if I messed anything up

alright so Im sure teaching myself HTML and CSS is easy enough,(and java if I absolutely have too) the problem comes from making the site look good while not being bloated to soykaf, Id like to have a good amount of visual flare but I dont want the site to run horribly. visually speaking I have a good idea down but I wouldnt know how to present that in HTML for example I want to make music that will play as you read the comic but then I have to make a media player and then store all the songs somewhere without bloating the site to hell and back

OP do you have more art of Tracy? I think she's a cute character and you could definitely lean into that appeal if other people see it.
