It seems like 99% of physical security, IT security, personal security, and privacy is completely broken. The culture doesn't care about any of this stuff anymore and everyone is completely vulnerable all the time. Is there any future for security and privacy of any kind or is Earth totally and irrevocably owned?

As long as there is the will, people will find privacy and security. Although all security will eventually become insecure, for a short time it can be absolutely unbreakable. You just have to be the one to make that future of security real.

What about for the average Joe? Will security ever come for them?

Less and less of our technology is being managed and updated by our own means (for the average joe, at least). Which is a good and bad thing.
Good bc everyone's devices are updated once the update is released, bad bc this is a direct result of people not updating their own soykaf.
For the average Joe, they don't give a fuarrrk about security and updates / patches are an inconvenience (tbf, they can be an inconvenience for everyone, but a necessary step to take immediately for fewer).
As far as privacy is concerned? to be honest if you're born really after the late 90's you have no expectation of ever being "offline" and no reasonable expectation of privacy if you use the same technology the "average person who uses technology" does.
