In a world where most significant hacker groups seem to be on the payroll of some government and even hardware has backdoors, is it at all possible there'll be people trying to sabotage governments and corporations achieving total botnet through AI?

Through AI, no. But there're many simpler ways to achieve total control over devices, no need for AI for such thing, and AI is mainly for social engineering and finding bugs that are actually known, or even mass testing possible parameters for pentesting, anything else is invalid.

Rogue AI bot nets that autonomously self distribute would at least be one of the more entertaining great filters.
