How does one go into CCTV vandalism? Using the interface to leave messages into the monitors or just breaching public CCTV cameras?
There have been some instances in my homecity where some TVs showing
footage for some political campaign were changed without having access into the building and they just showed hardcore porn on them. What hardware/software do I need to breach stuff in public like said TVs or even matrix LED boards? Where can I get learning material? Books, and wherever you point me is greatly appreciated.
Motivation is just for "teh epic lulz", maybe learn something on the way.

1) Scan the net for open ports and sort known DVRs, cameras by their generic webpage address or video stream ports. There are datahoard junkies around who already do that, and have documented the process. IIRC, most of them Russians, they call themselves "netstalkers" or something. There's probably already an ^W^W^Wapp subreddit for that. Use search engine dorks and Shodan if you're a beginner. Pic related is from 2011.
2) If it's a big ad screen or light bulb matrix, probably it's operated from some sort of conventional computer nearby to which it acts as simple external display (you probably seen those countless billboards and timetables showing BSOD or Windows update notifications or some other funny stuff yourself), which might be or might be not easily accessible from the Internet, from building's intranets, or physically. Roadside billboards are operated from remote central location because there are many of them, but you can always tap into right at the end, I suppose.

What do you think CC stand for? Lucky for you many dumbasses who set them up don't know either and connect them to the internet anyway. Shodan scans the internet for open ports and puts them in a database. Search Shodan for ports and banners that are likely to be IP cameras. Then write a script to connect to them and try to log in with likely credentials until you have a list of cameras that work.
Be advised that vandalizing someone's property with bitch ass political slogans is only going to push them further away from you.

^W goes after the word you want to delete.
^H is for characters.
Try it in your terminal (the ^ is CTRL)

The "closed circuit" as in "television" is an outdated concept to make distinction between public airwave and cable TV, and separate, non-public television signal from these cameras. Nowadays these installations are termed generally "surveillance cameras", and can be on private networks, virtual intranets, public Internet, or even explicitly accessible to anyone like city view webcams or someone's livestreams.

OP here. Found out I live about 10 minutes away from this compromised camera. What do?

Go stand in front of it with a sign bearing a crudely drawn visage of Lain.

Good job anon. What script did you write? or explain it in layman terms.

Like most things in my life, I ran into this out of pure chance. Lucky browsing and stuff. But I got good memory so I remember passing around that area about 2 years ago and then I just saw how the cars go to and fro. The site provides an aproximation of the location but it wasn't that correct. To be honest I wish I wrote a script to find this. I really wish I used something smart to figure it out. But hey, if somebody wrote that message on the cam, I will most definately be able to find a way to do that too. So, the current aim is to break into the cam and change the message, after pics ofc. I'll try port scanning and I don't know what else, I'm not sure how to find the cam's IP addr or brute force to get admin rights, but I feel confident that material is out there and I'll learn how to, some of this stuff may even be in insecam.org.
Wish me luck.
