Decipher Challenge

I received this challenge however I've had no hope in solving it. "096e12641b116c09066c1b1611640909051a111d0d10190e0b0c13161f1317681d65190b06061f15". All I've been told for a hint was "I literally can't even". It was in a "not_yet_flag.txt" file. Perhaps someone here will have more luck
