How do I encrypt an android 9 phone? I do not trust the built in encryption on these phones I have read about them being decrypted within an hour by the police.

I thought they used LUKS?

Please don't say that you've "read about" these claims when you're referring to chan brewing soykaf. Someone might get the wrong idea.
Anyway, the practical solution is to use a strong password and make sure that when the cops get to your phone that it's turned off. An attacker needs both the password and the stored secret key to decrypt anything. You can use a fingerprint for screen unlocking to make this tolerable or I think GrapheneOS has separate passwords for decryption and screen unlocking.

Disk encryption only protects data when the device is powered off so encrypting a phone which needs to be on 24/7 for you to receive phonecalls makes not sense.

Is the encryption secret accessible on a rooted phone?

I'm pretty sure it's stored as a file in RAM. Whether it is or not, if an attacker has full privileges on your phone you should assume they have access to the key.
