What is the modern process to create a new identity? I always read guides suggesting using recently deceased people but from what I can tell that just isn't viable anymore.

This would require a lot of work, but I wonder if you could get through with acting as if you weren't a citizen yet, and getting fakes of some foreign speaking countries documents (birth certificates, etc.) and applying with those.
It would explain you not being in the database for the country you are in.
Perhaps you could also just craft a story about how you lived off the grid, your parents were out in the Midwest owned some property and never bothered with any of the document stuff. Say you just want to get some documentation.
These probably aren't good ideas but i'm just saying in general perhaps the best way to get a new identity is to act like someone who NEEDS a new identity.

Basically be prepared to spend lots of time for your new personas and be sure to never cross contaminate.

#HITB2012KUL D1T3 - The Grugq - OPSEC: Because Jail is for wuftpd
PRESENTATION MATERIALS: http://conference.hitb.org/hitbsecconf2012kul/materials/
PRESENTATION ABSTRACT:
Drawing on lessons gleaned from recent hacker indictments, research on surveillance, espionage and counter-intelligence, this talk focuses on practical operational security (OPSEC) measures to avoid detection and prevent arrest by Law Enforcement Officials. The target audience for this talk are hacktivists whose primary mission requires strong online anonymity in the face of intense scrutiny from well funded antagonists. Starting with a review of OPSEC goals and moving onto methodologies, techniques and technologies, this presentation will enable the target audience to devise and implement robust OPSEC measures.
Effective OPSEC requires combining strong technology solutions with disciplined cautious actions to minimize the exposure of "protected information". The talk will enumerate OPSEC principles and techniques to deny protected information to LEO, and equip hacktivists with the tools necessary to successfully conduct online operations while avoiding capture.

A Digital Identity:
creating uniqueness in a new contextual domain
Abstract
Individuals have often used various methods to express who they are and what they represent. Throughout time techniques may have changed but the essential ideas and goals remain the same: how am I able to show the world who I am and what I believe? This study placed that question in the context of the digital world and culture which has been created by all those who choose to partake within it. Centrally, an exploration has been undertaken into how individuals are able to build and engage with a personal identity which is created in a digital context. The study was conducted with recently graduated secondary school students in Australia who use technology for study as well as enjoyment. While a digital representation has both positive and negative consequences for a real-life setting, the techniques and features of what has become a digital literacy have allowed individuals to better define the world they live in, as well as how they want to be represented in that world. As a result of this investigation, participants were able to effectively reflect upon their experiences online and had begun to see the differences between the social and academic context in a real-life setting and a digital one. Further inquiry into this area may allow fellow researchers to better understand what makes the digital world an interesting and vital part of the modern context for the youth generation.

From Chris' company website:
"KUSTODIAN™ use master mathematicians, ex-hackers, experts on; firewalls, Microsoft products, Solaris and routers."
mmkay...
"we only use experts, we only use the elite testers."
of course...
ill save you the click...the presentation covers such gems as
>How to fill in a doctor’s medical cause of death certificate anonymously.
and have it immediately rejected upon autopsy. doctors arent magicians.
>How to become a funeral director and dispose of the body.
and immediately draw scrutiny from friends and family.
>How to obtain a Death Certificate.
mspaint.gif
>Once you’ve wrapped your mind around that concept, I will also show you how to “birth” Virtual identities that obtain real birth certificates. You will learn the birth registration process and the security vulnerabilities associated with this as well.
this hasnt been viable since mitnick. what the certificate process does not catch, systems like E-Verify will immediately pick up.
what chris is essentially offering is the chance to generate something as realistic as a mexican matricula consular ID. the fact that no credit rating system in the world has ever heard about your 'babies' and cursory checks at the listed hospitals will fail, is enough to make these creative attempts at espionage worthless. at best you're just screwing around with corpses until the cops catch you

The Amish are legally exempt from having social security numbers. They also have a one-year period when a new Amish comes of age where they're allowed to leave and go out into the world.
