Depends where you live. In US intent doesn't count when it comes to ownership but seems they arbitrarily do not charge anything if you find something and turn it in. Even if it was a 17 and a half year old and you had no way of knowing their age that isn't a valid legal defense. If you upload it elsewhere that is distribution regardless of intent. Even teenage minors regularly are arrested and charged with CP production, ownership and distribution of their own selves even. There's also anonymous submission of files and stories via TOR to news agencies, but a multi-tiered approach would be the best, since going to a single source, or sequential sources would put you at the most risk. If you distribute everything all at once (physical copies then digital, so they can't all be collected) then you have the highest chance of success. Phrasing is also important: Saying you have evidence of a crime committed by a high ranking politician is different than CP staring a politician. Also international media has lower chances of political loyalists covering up certain information.
