A game that bases mechanics off of the meta is broken.
A game is already broken from the time the meta differs from the original intent.

I like games where there isn't really "intent" for meta/gameplay, there are just elements and tools to use and you can do what you want with them. There's no "intent" to chess strategy, you just get some pieces, and the rest follows from that. Same in good RTS games, and a bit less so in bad RTS gmes, which more so try and force a "correct" way to play on you (see sc1 vs sc2 as an example, not that sc2 is terrible at this, it's just slightly worse).

Yeah, I haven't played overwatch but from what attention I paid to the changes over time, it seemed like they made fundamental errors in game design and then tried to patch them up in weird ways which made the gameplay kind of stupid, so they kind of couldn't just let the game be fun for emergent reasons, they had to really "take control" of many aspects of the game and try and try to hammer the game into a shape where the good strategy was what they wanted.

I don't think the developer's intent is sacred in any way, in fact it's kind of the opposite:
In league of legends at least, what ended up happening was any time anyone did a "cool" strategy, everyone else would start doing it, at which point most games deviated from a "standard" style, and people weren't playing as riot wanted, so riot would monkey patch something in to stop that. The evidence is everywhere: there are loads of mechanics throughout the game which boil down to "we added this so that people stopped playing an 'off-meta' strategy".
From a distance, it seems like dota has a reasonably healthy relationship with this kind of thing, and embraces people doing weird/cool stuff and is more resilient against there only being one "meta" strategy, but I haven't played it and don't have any desire to learn it since I don't know anyone who plays it, so I can't be sure.
