mm maybe a pentium laptop gives you what you want, if you stick to linux you will be right, but dont count whit android studio, that soykaf doesnt work on linux 64bits, and you need at least 4gb ram for build an app whit addmob ads. i sugest pentium because is the last micro from intel that dont have the implanted vulns, and works fuarrrking great. what do you think lainonz? if you use linux, and dont use xsystem, the only way that they can hack you is with some magnetic or proton shooting your proc maybe c:

It depends on what you're programming. You can write code with any computer... But I assume you're wanting to build for something more specific.
Generally speaking: cores, ram, and memory are pretty high importance. But you could have some different use cases. For example, having a really good graphics card is actually really important if you're doing things like password cracking.

First start with identifying your requirements.
Why are you looking to build a computer ? Most computers are not built, but assembled and you can buy computers preassembled ?
But assuming you meant buy a computer ?
For example what is your budget for spending ?
What are your form factor requirements ? E.g. Will a USB stick computer or single board computer work for you ?
Or do you need a particular size motherboard ?
Do you need a monitor or are you just able to use another device as a remote terminal ?
Does your CPU need to be a particular architecture ?
Do you have a minimum RAM requirement ?
Do you have a minimum disk requirement ?
Does your computer have to be portable / movable or fixed ?
Does your computer have specific network or peripheral requirements (USB ports) ?
Does your computer have specific Linux compatibility requirements ?

Once you have identified your requirements, then you can use search engines , online stores for computers, and websites like https://pcpartpicker.com/ or https://choosemypc.net/ to select the components to meet your requirements.
If you are not sure any particular component , you can always read or watch online reviews or unboxing of it.
Once you have assembled a list of components, you can either purchase the components and assemble them yourself or you can purchase them for a vendor that charges you a surcharge to do the assembly for you.
In short.
1. Identify your requirements.
2. Find products / components or prebuilt computer that meet those requirements.
3. Find merchant that sells those products.
4. Purchase.
