The video url on youtube is linked on the ban page, and is from https://www.youtube.com/watch?v=FXPKJUE86d0 , which is mostly correctly subtitled and taken from the ending theme of a Japanese comedy show "Dorifu Daibakusho" which featured a band/comedy group called "Drifters". The ending theme had been changed slightly over decades, and this video especially is from the 1981 version.
See also https://www.youtube.com/watch?v=oyjuIebGsFI for a video with op and ed
and

for a sample sketch from the show in 1986 involving a doctor's visit sketch.
And see https://ja.wikipedia.org/wiki/%E3%83%89%E3%83%AA%E3%83%95%E5%A4%A7%E7%88%86%E7%AC%91 if you speak Japanese for more background on the show.
