what was the meaning of this guy?

Basically it's just part of the mention of the belief alien technology being reverse engineered was behind the internet while also referencing how governments can abuse the internet for disinformation campaigns but on the flip side individuals can freely expose coverups. Something like that.

The Wired is a bridge to radical alterity. It is a cosmic force violently pushing against the walls of unitary being, closed off from the outside, the radical unknown, the "alien." Note also that the alien is wearing Lain's clothing. Even as we encounter the outside externally, it is also welling up from within, like a virus. You could even say it was there all along, waiting. https://zerophilosophy.substack.com/p/double-tap
