Second pic summarizes mmWave effects. Whether low, mid, or high band, they're buiologically active and still dangerous. Massive underground ELF antennas are particularly active on the brain, can alter behavior. Tesla tech probably exists to excite earthquakes or seismic activity, and when you have seimic activity you have electromagnetic activity as well, which affects people on the surface. Quoting from Brzezinski's 1970 book between two ages:
