I have debilitating executive dysfunction without certain drugs, to get which, all local pharmacies scan my ID and send the data to a drug user's database. Despite the fact that this is above and beyond what the law requires, they all claim that it's required by law. Even when I cite the exact sentence that explicitly allows them to not check the patient's ID, they do nothing about it. Sure, they might rather not change their minds about their practices immediately, but they don't even write it down to consult their lawyers about it.

it's now law but it's probably corporate policy since keeping track of that data(even if they can't legally sell it at the moment) makes the company more valuable.

>it's not law but it's probably corporate policy
I mean OP said that. The problem I see is that they lie about it. The way I see it, if someone claims that `the law' requires something, they should be ready to cite exactly which law requires that. I've had this exact problem with banks since the burgerland bank bailouts. The bank says it's the law, but doesn't say which law. One bank, eventually, after years my requesting their elucidation about this issue, said that what the law requires is that each bank makes an internal policy that they are bound to.. No soykaf sherlock! But they still insist that their internal unpublished policy is the law.
I'm not sure if OP's experience is the same, but sometimes the pharmacy requires me to show my ID---and they insist it's the law---but sometimes they dispense without checking ID. So I think they're just making it up. If you know the exact clause that allows them to not check ID, maybe write a letter to their corporate governance requesting their policies relevant to that exact part of the law. Something like the following should serve as a friendly reminder that a business can get more customers by being only as restrictive as strictly necessary.
>We are interested to understand business's policies, practices thereof, as regarded by legislature, and how effectively thereby business's customers are served.
