No it is not. As an extensive user of opis I can tell you that this is absolutely not the case. It's like saying wine gets you the same level of fugged up as drinking straight hard-liquor.
I'm just vetning because I hear people say this a lot and its not true at all. like not even from a mechanism of action pharmacology sense point of view.

It's like it in the sense that most people are using it to get high and long term use leads to tolerance and eventual withdrawal. It's less like it in the sense that it's a lot less likely to destroy your life.

It's not illegal where I live and I see it sold at gas stations. I asked a gas station worker what it is and he didn't know.

hot? on opiates? I've never experienced or even heard of that before. must be some weird genetic thing you have or maybe some weird chemical interaction with other stuff in your body.
as for the itchiness, I've always found the opi itch to be weirdly satisfying, unlike an itch caused by say poison ivy exposure. but honestly if you take 2 or 3 benadryls with your opi you should be fine (assuming you're not taking a heroic dose, in which case mixing in benadryl may be dangerous).
