Does a language like this exist?

So I’ve always been very fascinated/interested in Jef Raskin’s computing concepts. In his book The Humane Interface he states “It might be rewarding to be able to meld LISP’s structures for list processing, APL (or its progeny, J) with arrays, SNOBOL’s powerful string handling, Smalltalk’s inheritance and objects, and so Forth.” Does a language like this exist?

>>30015 No. I've had a similar idea for a system, in which there were single representations for things such as linked lists or arrays for the entire system, designed to be optimal for the language using them the most. So linked lists would be most suited to Lisp, arrays to APL, and so on. The idea is one would simply write a program in the language best for manipulating the structure, and use it from other languages.

Sounds like an impossible or terrible if possible concept. Use CL or anything with enough power to allow shaping to your needs. >LISP’s structures for list processing Well, stay with Lisp, then. >APL/J Tacit programming is better suited as a DSL, probably quite fun and easy to implement. >SNOBOL’s powerful string handling "Powerful string handling" requires homoiconicity through it (e.g. Tcl) in my experience. >Smalltalk’s inheritance and objects CLOS or XOTcl/[incr Tcl] being implemented on top of their respective PLs illustrate perfectly my point. See https://github.com/coalton-lang/coalton too for the kind of stuff CL can help create.
