No offense but why are Japanese so concerned with obeying copyright law? Is enforcement harsher over there?

To an extent. But the major difference is that the law itself is harsher. For example, they pretty famously have no real equivalent to fair use, putting a lot of things that are absolutely fine in the west in, at best, a legal grey area there.

In Japan, they have very strict copyright laws and they enforce it judiciously, even against very small companies.
