Sending SMS messages isn't free, and as such, all services that offer what you're looking for charge some amount of money per message sent.
If you're concerned only about simplicity, I reckon you can give twilio a try.
That being said, if I understand you correctly, this web app is a personal project of yours, and you'll have to pay these fees out of pocket. Don't underestimate them, a couple cents per message quickly adds up, not to mention countries where getting a single SMS delivered can cost damn near half a dollar.
With these considerations in mind, I'd recommend just using TOTP, which is way more secure anyway.
If you are still determined to use SMS, as I've said, I can vouch for twilio being pretty easy.
