I realize this isn't the best description I just am looking for a cheap Dell laptop that is reliable and able to run Dreamcast and PlayStation 2 emulation smooth as well as something that can be versatile like multiple ports.

I don't really have an answer, but emulating systems from that generation is going to require gpu at least on par with a GTX 780 or so. I can't say for sure but I don't think you will get far with an igpu, unless they have really advanced from a few generations ago.
I don't use laptops for any serious computing though.
New laptops are also an absolute nightmare to fix. Especially Dell. These days they are basically designed to be bought by companies for their employees until something breaks, then be thrown out and replaced by a new unit.

Get something out of the latitude line. I have an E5540 which I strongly believe to be the best model, however pretty much all the refurbs on ebay will do for unity. Something around the $300 mark with 16GB Ram, an SSD of any kind and an i7 of any non-ancient gen will be comfortable.

In fact, here is an e5540 for $100:

This spec is what I'd consider to be the bare minimum for unity.>>67113

second this, you can't run most games on PCSX2 (ps2 emulator) if you don't have a proper GPU and a decent cpu as well. Laptops suck at emu but you can still emulate older consoles like the ps1. but if I were in you i would just buy a cheap fat or slim ps3 and mod it. you can run a lot of things on it, you can even install linux if you got the right model. it's just a great hackable console (easy af to mod) and it's very cheap nowadays. An ex sony employee leaked firmware codes so it was hacked to death. The ps4 fixed this by implementing a chip on the mobo so this is why i don't reccomend it to you (although you could, but you need a model with an older firmware)

No. I remember emulating PS2 games on a E8400 and a Radeon HD4770. Every modern CPU (as in released in the last 10 years) and every integrated GPU will emulate PS2 just fine. Just download the latest nightly version and set it up properly.

As someone who has to repair a bunch of them for work, I disagree. So long as you stick to the enterprise models like the Latitude or Precision they're pretty easy to repair and parts are easily available.
Just make sure to avoid all their consumer products like the plague. They're cheaper but pieces of crap that break easily and are difficult to repair (goes for any brand of laptop not just Dell).
